   OVERVIEW
   Historically one of the largest problems faced by Airport Security Management around the world has been how to effectively
   monitor and maintain the Safety of Airport Perimeters, resident Aircraft, Operations Buildings, Control Towers, hundreds of
   Airport Staff and up to thousands of Local & International Travelers Arriving and Departing in a pro-active, timely and cohesive

   Traditionally Airport Security has been managed by rotating teams of Security Personnel who operate out of a Central

   well as Fire Detection Panels.

   Using these three Systems, Airport Command Centre personnel have almost exclusively relied on the CCTV Surveillance
   System to provide real time detection and recording of Perimeter Breaches, Theft and suspicious behavior suggesting potential
   Illegal Trafficating, Organized Crime or potential Terrorist Activities.

   In performing this function, existing Analogue Security Surveillance Systems however have suffered from a number of serious
   operational limitations including:

   1. Use very long and expensive Camera to Central Control Room video and Pan Tilt Zoom control cabling,
   2. Use expensive high capacity centralized Video Matrix based switches to feed large numbers of Display Monitors and Time
       Lapse Video Cassette Recorders ( VCR ),
   3. The need to display all Camera Video on CCTV Monitors in Command Centres,
   4. The engagement of low skilled Security Operators and expecting them to "catch" all suspicious behavior when they are in
       front of up to hundreds of Camera's but capable of only monitoring around eight at a time,
   5. The engagement of Time Lapse VCR's which require Manual handling and Storage of Backup Tapes which are limited to
       Record a small number of video frames of up to sixteen camera¡¦s all in One Film File,
   6. No regular synchronized update of all VCR Clocks to ensure that all films are date and time stamped accurately,
   7. No support for the automatic presentation of Proactive Video Motion Detect and or Video Loss ALARMS,
   8. No support for automated Notification, Logging and Management of Security Based Alarms,
   9. No integration with Airport Location MAPS to gain a geographical perspective of where events are occurring and what Area
       Zones are impacted,
 10. No integration with Burglar Intruder Alarm Sensors, Fire Detection Systems and or Panic Button Alerts.

   EVOLUTION OF DIGITAL SECURITY SYSTEMS

   The implementation of Digital Security Systems into Control Rooms has moved very rapidly as fully integrated Digital Video
   Recorder ( DVR ) Technologies and "Alarm Centric" Command Centre Consoles have become available.

   Today robust non-stop DVR's run on open IBM Compatible based Computers with standard Windows Operating Systems
   that Fully Integrate with other Standalone Security Systems and completely replace traditional Video Multiplexer's, Time Lapse
   VCR's & CCTV Display Monitors. Today's leading DVR's also use MPEG 4 Video Compression CODEC's to minimize Disk
   Storage, minimize Processing Power and maximize IT Network Speeds as never seen before.

   For Remote Surveillance DVR's have also provided One-To-One Dial-up Surveillance over normal Telecom Lines and One
   Web Browser to Four DVR connectivity over IP Intranet / Internet Networks.

   In early 2000 in order to cater for Corporations which needed to Centrally Manage up to hundreds of remote distributed
   Network Connected Security Host Servers, Taiwan based CHIMAT COMPUTERS CORP. turned to International Telecom
   Operators and their Network Operations Centres ( NOC's ) to learn how they managed nation wide Voice and Data
   Networks.

   In this review it became clear very quickly that corporations including Airports wanted to get more productivity out of their
   existing IT Network Infrastructures, wanted to use Software Up-gradable Commercial Computer based DVR's for long term
   investment protection and that they wanted to move away from Passive Control Room Security Surveillance and into Proactive
   Alarm Event Driven Central Security Surveillance for operational detection and response improvements.

   can centrally Monitor up to hundreds of Distributed Security Host Servers both through a Geographical Mapper and Host
   Monitor Interface over existing IT Networks at nearly ZERO Bandwidth.

   two Digital Inputs from optional Burglar Alarm, Fire Sensor and or Panic Sensors within a 200 Meter Radius.

   When distributed e-Lar Security Host Servers are connected to an Airport's IT Network and assigned a Fixed IP Address,
   they will automatically connect and communicate with the Security Command Centres CCC where [ Host Status ] and [Alarm

   Security Command Centre Surveillance

   The e-Lar Command Centre Console System ( CCC Plus Version ) may be installed in the Security Control Room of the
   Airport on a Windows 2000 PRO Computer. Modules and functions supported by e-Lar CCC Software includes:

   CCC Server                  Security Host to CCC Communications
   CCC MapEditor           Airport Map Creation, Definition and Editing
   CCC MapMonitor        Display Integrated Map and Host Monitor GUI
   CCC Player                  Play Live and Pre-Recorded Investigation Video

   Note that the CCC Computer is normally installed with a Dual VGA PCI Card to drive the CCC Server in background and the
   CCC MapMonitor split across two VGA Displays one showing the Mapper and the other showing the Host Monitor.

   Depending on the amount of LIVE Video Surveillance required and the number of Video Investigations that need to be
   simultaneously conducted additional CCC Players may be installed on additional Computers.

   CCTV Camera Live and Pre-recorded Video.
